The Effect of Road-Level Difference on Wheelchair Users

The idea of normalization has filtered throughout Japan; activities concerning welfare town planning have become common in the society. The 1994 Act on Buildings Accessible and Usable for The Elderly and Physically Disabled (Heart-Building Act) and the 2000 Facilitation of Mobility of Elderly and Challenged Persons by Improvement of Public Transportation Facilities Act (Barrier-Free Transportation Act) attempted to allow these groups greater mobility in the community, stairs and difference in road level being barriers to movement, for example and the latter contains a clause limiting difference in road level to 2cm. But is it really true that a 2cm difference in sidewalk/road level is easy for wheelchair users to clear? This study aimed at identifying the effects of this clause of the Act on wheelchair users.
